Block premium-rate (0900) and international outbound for most users.

Default-deny on outbound exotic ranges prevents both toll fraud and accidental 0906 calls. Whitelist only where needed (international sales, support team).

Try this first

  1. Outbound rules in PBX: default only NL fixed and NL mobile.
  2. International and premium rate: a separate permission group, not every user.
  3. PIN code for international can apply to specific cases.
  4. Document who has what, otherwise an exception every two weeks creeps in unreverted.

When to bring us in

A director wants 'to dial anywhere': give them their own PIN, do not open the whole group.
