Try this first
- Connect-ExchangeOnline in PowerShell
- Get-Mailbox | Set-MailboxJunkEmailConfiguration -Enabled $false (example)
- For BlockedSendersAndDomains: use -Add or -Remove per user
- Log the output, verify with Get- before and after
